well it is a little close, but ive seen plugs closer. If they hot patch it from the inside it would be fine.

You could just buy the plugs yourself and do it, its not that hard.

 

Looks like a nail or screw. It is too close to the sidewall. That tire is trash. Why would you risk your life and cheap out on a measly tire?

OP, you can find plenty of mom and pop shops that will either patch or plug that tire. It can be done safely. I'd go with a patch.
