I was going to get quotes from penske collision center and pacific coast this week. I dont think they would have to paint the whole bumper, maybe fill the plastic that got gouged and respray the area. It's a new car so paint hasn't faded at all so i hope it would be easy to match.

They will have to fill the scratch, paint the area with base coat and clearcoat the entire bumper. So effectively the whole bumper has to be "painted".
Was that an option? Haven't seen it on any US cars
Just for reference, I had my bumper partially painted (spotted) for about $250 at a reputable shop in Orange County. Very good job, can't tell the difference.
