Can anyone tell me if these guys are forum vendors? I can't find anything on them.

No they are not. Click on "View Forum Leaders" at the very bottom of the forum home page. It shows all forum staff (blue - moderators, red - administrators) and vendors (green).

It doesn't seem to get used nearly as much as it probably should, but there is a forum specifically to request quotes form vendors. I don't know if it's because members don't use it enough or because vendors aren't responsive enough. But it's there.
