The benefit of not having the points transfer is that you do not have to worry about having your license suspended/revoked if you have an accumulation of points. For all practical purposes, assuming you don't have a ridiculously bad record, it still hurts to have the infraction on your record because it will presumably raise your insurance premium.
As for the difference between local and state cops, all I can think of is that a state trooper may be less likely to appear on the court date than a local cop. But the type of cop from whom you receive a ticket has no bearing on whether or not the points will transfer or your driving record in general.

I've gotten ticketed twice for reckless. One was 65 in a 45 (GW Parkway, US District Courthouse in Alexandria) and one was 77 or something in a 55 (Route 66 and Route 28, Fairfax County Courthouse).
For the first one, half of the courtroom was there for Reckless driving on the GW parkway. The prosecutor called everyone in before their case was heard and we all ended up getting Improper Driving and reducded speeding charges.
The same situation happened for the second one. Everyone in the courtroom got Improper Driving and speeding.
I'm not saying this will *definitely* happen for you, but that's what I've always seen.
If you do take the driver improvement course, definitely do it before you go to trial. That will definitely show the judge you are serious about the charges.
It's up to you on the attorney thing
