Illegal to paint VA license plates?

If I were to order the plate shown above, would I be able to paint and "white out" the entire bottom (logo/wording) and have 'VIRGINIA' painted in blue?
I have a TB coupe and my license plate frame is maize and blue (Go Michigan!), so the red lettering, logo, and Jamestown/400th Anniversity doesn't really go with the car.
I currently have the "scenic" plate, but that has green in the background and would be more work to change to a white background.

Probably illegal, depending on how you interpret this.
Anyway, aren't VA plates reflective, if you painted white over the text at the bottom wouldn't it look like crap?

NoG4Me, thanks for the info. Not sure what I was thinking when I asked the question. If it were legal, there's no telling what people would do to them haha.
I guess I was wondering because I'd make the plate look like a standard plate that used to be issued years ago, where it's rather plain.
