Help Best HFC's and ECU Options

So I'm finally getting around to modding my G, and I've been doing some research but I've got a few questions. First off I'm going strictly for hp/tq gains, not sound or anything else so if you think I'd be better off with different mods please let me know. I'm trying to keep things as close to $1500 as possible, so I'm thinking gen 3 intakes, plus HFC's and some ECU work.
My first question is regarding HFC's. I've seen a lot of options out there and it doesn't seem as clear cut as intakes regarding what will give you the best power gains. As of right now I'm leaning towards FI HFC's, but I don't know if there's anything better. I'd actually prefer their test pipes as they're supposed to have the same gains for cheaper, but I have no idea if either the straight tube or resonated test pipes will pass inspection. What do you guys think?
I'm also wondering about doing an ECU reflash. It looks like Technosquare is a great option but is this only available in Cali? If I live in NJ am I shіt out of luck? Also, is an ECU reflash something I'd want to do after physical mods in order to have it tuned best to my car, or is it the same settings regardless of hardware?

As far as HFC's all brand will give you similar hp/tq gains. Since they all use same converters made by same company.
So things to consider are following.
O2 sensor bungs if they are too short. They are prone for CEL.
Gaskets, if they melt or is not up to quality, you will run into trouble later.
So far above two were only considered by BERK technology's products.
ECU flash is a must if you want your new toys to work properly. Factory settings are not designed for higher flow.
NJ has some fine shops, just ask your fellow members for them.
