Muffler shop took my cats
He would not necessarily face any fines. He is the victim for one, and the only thing that might happen depending on his state, it would be a fix it ticket. And yes it would be worth it..they are trying to rip him off. I would still go after them even if it could expose me for having illegal pipes. Again, thats assuming what state he is in considers them illegal.
Ok, this has gone on far too long man. Most shops will charge for the parts and labor but also for the disposal of the spare parts, so if you signed a form or receipt accepting this then you're just out of luck and learned your lesson. (Read things before signing.)
Lets assume you didn't agree to this and they really are keeping them for their own measly $30-60 profit. Ask yourself, will you actually ever use them again? Will you? Really? Once you accept and say no; is it really worth your time chasing all of this down? No, not really. They got your money and it is what it is.
If you still aren't content and really want to make sure this never happens to someone else then here's what you do.
Respectively, grow a set and physically walk back there and look for the cats yourself. If they're there, ****** them up and throw them in the trunk and be done. If you're afraid he's going to put it in your butt, bring a friend, confidence in numbers..
If then, you're still empty handed, get names, the managers name, the mechanic that did the works' name, alllllll the names and let them know you'll be filing a police report for stolen property worth over $1400. You may not know but, Florida is pretty harsh when it comes to stolen property. Anything stolen with a value over $300 but less than $5000 is considered a 3rd degree felony. Feel free to let them know that they're well within and would be glad to pass this information over to the authorities..
This parts important, LASTLY, hop on Yelp and their Facebook page and leave truthful and professional, negative feedback. Say they took your things and refused to give them back without paying an additional fee for them. Do this last as they will be far less likely to work with you if you have already hit them with a negative word of mouth review.

Personally I would NOT go looking for what is assumed to be your old cats at their shop. If you found a set of Nissan cats and took them, they could be another customers. Then you will be looking at a felony charge. Plus it's 2017, good chance they have some sort of surveillance system. I know here in dfw shops are broken into frequently due to expensive, small tools that are easy to steal.
Hey guys here's an update on what's going on. I went back to the shop Tuesday morning walking around the shop looking for my cats. The manager asked me what the hell I was doing and I demanded my cats back. I threatened to file a police report and take them to court if they didn't give them back. He continued to talk **** and as I dialed the police he told me that he'll work on tracking them. I told him that they better be my stock cats and not some bull**** worn out cats. I'm still waiting for a response from them and I'm assuming that they've already been sold and they're looking for used cats that'll fit my car. I'm filing a complaint with the BBB, leaving honest reviews of my situation on facebook, google, and yelp. On the bright side, my friend with a 370z got HFCs recently and offered me his oem cats. Hopefully someone can chime in give me info as to whether they'll fit or not.
Yeah you need to raise more hell and threaten them with legal action if you need to. And whatever you do, DO NOT have them "fix" your CEL. Go to someone reputable, hell at this point go to the dealership. They sound like complete fuktards and rip off artists. Man up and put some fear into them, don't be the nice guy you seem to be. Be a d!ck like them....only way they will respond. Sadly I think you may be too late, your cats are more than likely gone. Good luck bruh...honestly

Isn't this what he told you the last time you went in? Did you give them a deadline? The longer you wait to take action the harder it will be for you to get your cats back/get it resolved in a manner that you're happy with.
I would still involve the police.... they have had plenty of opportunity to make it right. You owe them nothing, no "grace" period. Go back, ask where they are and if they have nothing for you, call right then and there and file the report.
