Sam is full of crap, Berk does have brackets. But I can't tell for sure if that's what they are. Larger detailed photos would help.

I have Berk, but mine have 2 ports for the O2 sensor after the cats, one short and one extended right side by side. I moved the sensor from the short one to the longer one and used a little bit of steel wool to get rid of a CEL that came up after having them on for a year.

Make sure you check the cells first, they could be shot and need to be replaced...in which case you have rusty test pipes

Is there a sure visual way to tell if the cat cells are still intact and in good condition?

Well, you'd have to look at them... if you can get the guy to take pics, post them up here!
How much is the guy letting them go for? IMO, it may be more trouble than it's worth.
ERZ has their resonated test pipes for $199, FYI...

Test pipes sound like as s, resonated or not. HFC is raspy enough as it is.

To each their own. They aren't for me personally either. Just wanted to throw out that option.
Dan, have him take pics of the insides of both. Each end too. If the cat material is crap, it's not worth it.
