To be clear, in California, an intake needs to be CARB certified to be legal. It's up to the manufacturer of the intake whether they get their part certified or not. For instance, JWT intake is carb legal. They will supply a sticker that certifies it's legal and you need to have the sticker put on the intake in case the cops pop your hood and inspects yer engine bay.
