Both will give you performance, what it really comes down to is what you want to spend. You can go w Berk or FI HFC for around $500.00. Exhausts are going to start in the mid $700 range and go up based on what style and brand you want. There is a lot of opinions on here, just because everyone has their preference on exhaust look, sound, and price. Many people have HFC's, so thats a easy decision (Berk or FI). For the ultimate power, you will def want to go w HFC and a exhaust w full piping (Y-X-H Pipe).

Which ever way you go they will both give you great returns. If you buy the HFC's now and decide to get a catback later, they seem to stack well. Max got 16hp off of adding the borla on top of the gains he already received from the HFCs(about 10hp).
