My guess is it's an IPL like package with a slight bump in hp/tq from a revised exhaust and possibly intake.
Here's the twist, it's a hybrid and addition power will also be gained from a more advanced electrical system (a la KERS in F1, hence the tie in). It won't be M3/4 or AMG levels of performance, but it'll be 90% there at $20k less. Something akin to 380hp/380tq (at the wheels), or about a 50 increase in both, give or take.
Highly, HIGHLY doubt it would be turbo'd, despite those channel in the hood. I know on other forums everyone is hoping for some $65k GTR or something. Yeah, that's quite unlikely. Moreover, the fact that this is called the Eau Rouge, and not an actually brand designation makes it seem less of a true addition to the lineup and more of a special one off. To be honest, I think I'm being hopefully myself with the gains from an more advanced hybrid system. I really hope this isn't just a body kit and red interior edition like the Anniversary ones.

There are pics on q50.org of some one testing out Q50S with the performance package. As of right now all that is known is that there are new wheels and will be announced in January as a package. Possible options based off rumors and pics is tighter steering for DAS equipped Qs and maybe retuned suspension and exhuast.,
Every other OEM has a performance/appearance line and a performance division. A la V-sport/V, F sport/F cars, M sport/ M division etc.

How much extra are you willing to pay for that? A GTR costs about $60K more than a Q50. If this badass engine that so many people seem to want in the Q50/60 increases MSRP by only $15K, what market will there be for it? Most people here on this forum either could not afford it or would not buy it.
