It is just the way he did his photo editing. They have a few articles out of how to make things look miniature: Tilt Shift Photoshop Tutorial: How to Make Fake Miniature Scenes - Visual Photo Guide - Visual Photo Guide

Something I wouldn't do but he did it here The car looks clean although it's hard to see to some extent
