Anyone know what this part is?

Hey guys so I recently discovered that I have this part just hanging, I’m not entirely sure how it happened but it was probably me not being a to clear those parking concrete slabs or stops if you may, and it most likely tore it off. Been having a hard time trying to figure out what this part is and was wondering if anyone on here with more knowledge knows. Thanks guys

thanks man, I think thats the part also by any chance do you know what its actually attached to? or whatever the part thats just hanging is because I don't know if I would need to replace that or if i should just ziptie to prevent it from clipping on something else that would eventually just rip off

It attaches to item #5, the inner wheel well cover.
You could just remove the 3 screws and take it off.
