Cluster issues

Hey guys I was wondering, my friends car was recently struck by flooding and has been drying for about 4 weeks...when he drives it other than a sputter, the speedometer, tachometer and mileage aren't registering. He took it to a shop and said they need to rewire everything in the dash and wouldn't go in to details. Looking for any information on help. Are there sensors somewhere or one in a hub? (Cluster has power).

Ouch... with so many sensitive electrical parts, it will be a nightmare to diagnose and fix.
How high was the water? Your friend's insurance didn't total the car?

it was just into the floorboard. It was a damaged title before (was hit in the rear) and figured they would give him less money than what even the motor was worth. With that being said, still having issues. There are no blown fuses and tried a used cluster yesterday... no luck unless we received a bad cluster? Looking for more option diagnosing if anyone has had similar issues. Thanks in advance
