sound like an aftermarket alarm system for sure. You can't do nothing about it except putting a small piece of black electrical tape on it.

Is it only flashing when the car is locked or is it on all of the time?

Yes. It flashes all the time.

yup, something is not right with it.... may be a fake flashing alarm light wired incorrectly. Remove the cover behind the mirror and disconnect the wire to it... problem solved.
