I would suggest installing some spline drive lock lugs. Then the thiefs have to struggle a bit more with 25 lugs vs 4, might make the difference, time wise, maybe they won't hassle that.... sorry for your troubles
I wouldn't bother with more than one set of locks, but you can engrave your wheels with your vin or other unique marking with a Dremel tool. If getting a new set of rims, put the engraving on the inside before you have the tire mounted and balanced. When I had my stock wheels painted and snows mounted, I had this done, my shop charged me $70, and did it for $50 on my after-market set up.
Dont know where you got your information but that's completely wrong. Each TPMS has a unique code that is stored in the car's BCM. That's why people have to run to the dealership to get their wheels registered when they switch wheels.

I was paranoid about wheels locks when I got my set of rims (even though I don't live in NY). I ended up ordering Gorilla spline locks (set of 20 lugs) and also got McGard (4 lugs locks). It seems like Gorilla spline locks has a pretty unique patterns for each locks that it has ID number, if you need to order replacement socket. Of course this would not stop anyone who are determined to get your wheels, but sure does give them hell trying to pry it loose.
