Crank pulley installation. EM not clear

Can someone clarify part d?
Why does it say to tighten it more after tightening it to spec in step c. Does it basically mean to tighten a full half rotation after it's torqued to spec?

You're to tighten all the bolts to 33 ft-lbs, then tighten them all another 90 degrees. These are apparently one-time use bolts that are tightened to a certain stretch. The marks are to help determine which ones you've finished tightening and to watch for any of them backing out during use.

The SR20 four-cylinder used in the Sentra and 1st-gen G20 used this method on the head bolts.
