P0507: Idle surging

After my tune, I noticed my idle changes base on the coolant temperature of my car. During cold start, it would act as it normally would for cold starts, but sometimes, it will climb up to 3000 rpm before coming down to idle. After the engine warms a bit from the cold start process, it idles at a smooth 600 rpm. As temperature warms more (160s to 170s) it will idle at 650 rpm. When temperature is in the low 180s idle will be at 750ish rpm, high 180s idle is at 800 rpm. if temperature is 192 and above the idle surges between 800 and 1200 rpm. But when I start driving and the temperature comes down back into the upper 180s, it will stop surging and just high idle at 800ish rpm.

I do have EPS throttle bodies but I did not have this issue previously. I did swap upper and lower intake manifolds, but I double checks for leaks at all hose connections. I only visually and phyically touched the connections, I did not try the spray carb cleaner method.
I did the Idle relearn sequence multiple times, clearing the code, resetting the battery, but it still does this and the code always comes back.

Am I missing something? Do I need to ask my tuner to raise my idle?

Thank you.

Having a similar issue and the idle relearn isnt working. My idle no longer surges but I noticed the idle was based on the temperature as well wondering how you got it fixed up?
