Rev limiter 4000 RPM when neutral?

I tried revving the engine (i know you arent supposed to do this per the manual but i did it just once or twice) and above 4000 RPM the limiter appears to kick in when the car is in park or neutral (5AT).

When in gear and driving no problem going to the Redline (well i stop at 7000)
I have 1700 miles and babied it until 1500...

Question is...is it normal for the rev limiter to keep revs below 4000 RPM when in neutral and standing still?

It may be a safety mechanism of some kind for your motor. As you've already stated, it's not good to free rev your motor with no load on it. Not exactly sure why, that's just what I've heard. A friend of mine has an '08 Jeep SRT8 that limits revs to 4k when in park/neutral, too.
