Switch the bulbs side to side and see if the issue stays on the right side or moves with the bulb. If the issue stays where it was it might be the ballast. Are you pulling power from the battery?

Okay I'll give that a try. No..I think? I have everything wired up to the existing cables that were for the fogs.

So I switched the bulbs, switched the ballast and even tried using the wiring harness to see if I can pull power from the battery with that and still nothing. I tried them all on the working side and the bulb and ballast are working fine. There has to be power running to the balast on the right because the ballast light is on.
