Paint chipped now rust spot...how to fix?

Paint chipped now rust spot...how to fix?

A piece of paint chipped of the car; think fingernail size (sorry for lack of pic).


No dent or anything but now the metal has rusted a bit thanks to me not taking care of it in time.


What is the best way to fix this? Do I need a chemical that will eat through the rust or do I need to carefully sand the area instead then do the touch up paint? I am not too concerned with the touch up paint bubble (rather have that than rust ha) just getting rid of the rust.
