Which is better and considering the guy using the buffer really knows what he is doing?

Clay bar and "buffing" are not at all similar. In fact, clay bar should be used prior to any buffing.

Over time, particles will bond to your paint and create a rough feel. These particles are not removed with normal washing, and therefore must be removed by other means. Detailing clay is used to remove these bonded contaminates from the surface of the vehicle in order to restore that smooth feeling to the paint.

Buffing, or better referred to as paint correction & polishing, is a process which utilizes machines (preferably random orbital machines), various pads, and compounds to abrade the paint in order to level the surface and remove defects such as scratches, swirls, oxidation, etc.

In a nutshell, the basics of a proper exterior detailing would include:
Thorough wheel & tire cleaning, vehicle wash, decontamination (chemical and mechanical), paint correction / polishing, paint protection, misc details (such as polish exhaust tips, clean glass, dress rubber and trim, etc).
