Wow! I was shocked to see that on your car, despite living in NOVA. Someone can correct me if I'm wrong, but that will take sanding to remove the rust (180 grit). Next work your way up to 220, 400, 600. If it hasn't rusted all the way through, you can prime and paint. If it has, that's another story and I'd leave it to the pros. It looks like the actual trunk is rusting and not the chrome spoiler.
The proper thing to do here is to remove the spoiler off the trunk and start sanding the rust until it's completely removed.
That will require a repaint, so you're better off just having a good bodyshop do all the prep and bodywork for you.

I removed mine to replace it with the OEM spoiler. To be honest, I'd be surprised if it were made of metal. It felt more like plastic when I wrapped it up and stored it in the rafters of the garage.
