Tire shine on side skirts by accident now the paint is dull???

I bought my G37 last thursday as in 4 days ago it was spotless when I bought it its a RED 2008 G37s Coupe. Anyways yesterday my little brother decided he would tire shine my tires I didnt really think much of it until today i noticed my side skirts looked really dull but this was in the morning and I had work but when i got home today they dont even look the same type of red anymore both sides and no where else on the car. He said he may have accidentally used the same rag he used on the tires as he did to wipe off lower half of the car... I'm without words, I don't know what to do I looked around online and read that everything from windex,wd-40,cleaner wax, scratch x , and bug and tar remover will help... well they didn't do a thing and I only used a small amount in harder to see location for testing but at one point while using scratchx the white rag started turning red as if I was striping the paint away.. anyhow I didn't take pics of this yet and its dark now but picture this my shiny red on the rest of the car now looks like an old oxidized matte red finish on the skirts im lost.. what am i in for a respray?

Sounds like single stage paint.

I would use a polish like Megs 205, better of you have a DA.

I would try removing in this progression:
1) cleansing shampoo (e.g. Citrus wash)
2) bug and tar remover (correctly diluted)
3) clay bar. Not sure it would help but why not try it
4) IPA (correctly diluted)
5) meg 105 (or similar) finishing polish). I
6) 205 polish, then 105.
