Wheel Brush

What is the softness level of the brush that should be used to clean the wheel?

Can it be hard? or should it be soft?

You don't want it too hard but you want it hard enough to break down any kind of grime/brake dust that has built up.

You want this:

DI Accessories E-Z Detail Brush - Full Size | Detailed Image

Paired up with this:

P21S Gel Wheel Cleaner - 500 ml Kit | Detailed Image

And you'll be good to go.
