Underhood insulator

I seem to be having a reaction of my under hood insulator to something. It looks like a chemical reaction rather than a heat problem. Anyone else experience this?

No, its not mold. I think maybe when I had it detailed a week ago the stuff the guy used in the engine compartment may of had a chemical reaction with the insulator once the heat from the engine was applied. I took most of it off with a wire brush. Wonder what a new heat shield costs?
