1. Immediately if you have the right light to see them.
2. By polishing them out then washing and drying your car properly every time
3. Not very well at all by hand.

^^^ what he said. Using a rotary ir random orbital polisher and an abrasive polish and machine polisibg them out. You won't do much good at all doing it by hand.

For less than you'd pay for one good detail, you can buy the polisher and pads here to get started on learning to do a good job yourself.

I would not suggest a rotary for someone who has never polished a car via machine before, a PC will help.

What is your location? Maybe I can help you find a quality detailer.

You just need to find a quality detailer who can properly correct paint imperfections. Where are you located?

You can easily remove swirls with the right polish. I use Zaino's PC swirl remover and it does the job great by hand. It takes me much longer than someone who uses a PC but I only have to do it every couple months.

Are you washing your car, than wiping it dry with a microfiber or are you just wiping the dirt off dry. You should never wipe your car dry since it only causes swirls and rubs in the dirt.

You might be hiding the swirls and not actually removing them.

I am a perfectionist and it takes me all weekend. I also verify that all are removed by shining spot lights from all angles.

Reason I said that is because when the polish is not fully broken down, it tends to hide the imperfections rather then actually remove them. This is pretty common. It also seemed as if you have to do it every couple months which suggests either the washing is eventually removing the polish residue and revealing the swirls, or your washing techniques might be off a little.

The swirls may not be visible even when shining lights on the paint. Wipe the paint down with alcohol, then look at the paint under the lights.
