Get a dedicated foam pad cleaner, spray the pad, let it sit, agitate it under warm water (buy a pad agitator brush). Then spin dry on the highest setting on your buffer.

Alternatively, you can use an APC, like Meguiars APC+ cut 10:1 as your cleaning spray. Although some sprays come in a two pack, that also includes a conditioner/pad primer, but that also can be swapped out by just using a quick mist of detail spray or water.

+1 to pad cleaners. I've used the Pinnacle XMT Pad Cleaner as well and it works great. Need to try the Snappy Pad Cleaner from George!

i've used pinnacle xmt cleaner too, it works quite well, so does using an apc, but to be honest, I have yet to use a pad cleaner that did not work well. Seems like there are just a lot of good products on the market.

I've used them. They work fantastic. I use about a half of one of those packs dissolved into a 2 gallon bucket full of hot water. I've put as many as 4 or 5 pads and several applicators in there to soak overnight, or at least a few hours. Then next day I wring them out and all the product comes out really easily. I usually machine wash them afterward and air dry them.
