This is actually incorrect. Dealers can charge a Doc Fee without any problem, but States have caps on how much they can charge. Charging more that the maximum allowed is illegal. In NY, dealers can't charge more than $75; in Atlanta the maximum is $600. Ouch...

That's not correct. Each state is different, but here in Illinois the dealer cannot charge more than $150 for dealer costs ("doc" fee.) But they can, and do add it.
