I did the hard slow down rebedding. It helped a little but I still have the steering wheel shake. I don't feel any deposits on the rotor. Would spraying/wiping with brake cleaner help? I could replace the rotors but I read that even new ones can have runout variations and that the only way to truly avoid that is with an on car lathe. Pep Boys charges like $80 per axle to do this. Any thoughts on that?

Yes, you could try brake cleaner wiped down w/a Scotchbrite pad, I've done that before and it will help if it is a pad deposit issue.

Could always take off pads and resurface them a little as well as the rotors
