We have a guy at our dealership who specializes in curb rash, chips, and scratches on the rims. He does a great job and has repaired and polished a few rims for me over the years. These types of guys can also re-paint a rim, but I would not use them for that.
Some people powdercoat rims and that seems to work well for use on the street. A lot of the guys at track days recommended against powdercoating the rims as it "weakens" the rims. Not sure how much truth there is to that, but I would powdercoat if you are just using it on the street.
Powdercoating can weaken rims if not cooled properly from the 400 degree temps.... there is concern that it messes with the heat treatment of the rim. Doesn't look like there is a definitive answer to this... many different opinions.
