Does it make any difference if it is done before or after new tires are installed?

It sure does, your new tires will likely have more tread on them (duh). If you align your wheels before, you're aligning your car's tracking to match with your worn tires, not the new ones.

Has to be done after the fresh tires have been installed and theyve been inflated to 35lbs on all corners.
