Is a wheel with a large lip (4 1/2 rear 2 1/2 front) offset different from a wheel without a lip?

 

Some rims come with bigger lips than others. Some rims dont offer a large lip, but that does not mean the rims with a larger lip will have a lower offset than those with a smaller lip. The two have nothing to do with eachother.
