I took my wheels off to paint the rims and just put em back on
I cant tell the difference between left and right

Yes they are. There is a marking of "inside" and "outside" on the sidewalls of the tires to let you know which way they must be oriented on the wheel. The tire shop mounting them should notice this. This applies to the 19" OEM Potenzas, I don't know about the 18".
Correct. It doesn't matter which side of the car a tire is placed on, so long as the sidewall marked "outside" is facing wheel face. They can be swapped side to side with no problem because the outside remains constant as long as it's mounted on the wheel that way.
