Most of the aftermarket places do the machining (the slots, and drilled) and some provide more rust prevention.
Some use the Centric C-tek rotors for their pkgs so in that case you'll be getting a rotor that's not as good as the Premiums.

My guess would be that the R1 premiums are centric premiums and the "e-line" are the lower centric rotors.

I believe R1 has stated that they do not use Centric Rotors.
