You'll need to make the ride stiffer if you lower the car, that's an unavoidable fact of life. A camber kit is separate from a coilover system.

You can probably pick up a set of BC BR coilovers + SPC camber kit for ~1500 bucks, but you'll be shelling out another 500 bucks for the install. The toe bolts require grinding on the car, and that is something best left to professionals.

A few have pillowball adjustment, but typically, it isn't a great way to go about doing it. I believe Ksport coilovers fit in the same price range as BC BR's. They are true-type coilovers, and the fronts have pillowball type mounts for minor camber adjustment.

The coilovers that advertise "camber plates included" is just a general term for their entire coilover line. The camber plates apply to some vehicles but not to the Infiniti suspension. The front camber for Infiniti is only adjusted through the upper control arm (and the OEM arm has NO camber adjustment).
Like GoFight mentioned you'll need F&R camber and rear toe kit to get your alignment proper going to zero gap.
Be sure to check our DIYs for spring/coilover installs, if you've got the tools and the time it's not overly complicated. The rear toe bolt alteration is made much easier IME if you use a metal cutoff wafer since you have much better access to the area that you're cutting.

Like stated above, you will need a camber kit since you want your wheels flush with the fenders.

I purchased Stance Coilovers from JMAutoSports for $995 shipped to my house a few weeks ago. Not sure if they still have them on special. But your budget should be enough to buy some BC Coils & Camber kit through a vendor on here. Most likely they will give you a good deal if you purchase together.

For $995 shipped I'd go w/ the Stance over the BCs for sure.

Expect to pay $500 for the entire camber setup, maybe a bit cheaper or a bit more but that's about what the best prices have been.
