Air Bag not sitting flush

Hey I just recently took my steering wheel bezel off to repaint it, and now I can’t get the airbag to seat properly. It sticks out a lot at the bottom. I’ve read it could be the T40 bolts either too tight or too loose, but I’ve played with it a few times and can’t seem to get it.

Sounds to me that the airbag module "retainer" (what I call the horn "ring") is not properly mounted at the bottom. The bottom piece of the retainer (black plastic) sits behind the metal tab (steering wheel body) and acts as a pivot point.
