if you are hoodrich enough you could just smear a tub of "bondo" over it, sand it down, and spray paint back

But I was at the infiniti dealership and saw new quarter panel they were about to put on a car. Yes they do sell it separately but it will be labor intensive prying off the damaged one and welding the new one on.

That's low for the damage where it's located

I see parts quoted at $43.13 and I'm pretty sure a replacement quarter panel costs significantly more than that.
Are they gonna try to 'fix' and reuse your damaged quarter panel? If that's the case then take your car elsewhere

Lol that quote is with them pushing it all back out as much as they feel comfortable with and then filling the rest in with filler, yuck. I'd go somewhere else and request a quote using a replacement panel.

Getting a replacement quarter panel sounds like the "better" option, but you open up the car to a whole new world of corrosion opportunity doing that repair.

Yeah that's what I'm assuming. Took my car to another shop, and said it would be around 4-5k by replacing the quarter panel

What would you suggest I do?

Take it to the most reputable shop in your area and let them do whatever they think is the best option. I would pick based on shop reputation, not based on what repair method they will use.

I would without hesitation, replace that 1/4. No amount of hammering or filler will ever make that right. Id give it two weeks before the filler/primer started to shrink and you would have bondo halos and filler/sand scratches all under the paint. 5k estimate is going to be the better repair. That lower estimate is a joke. Be prepared, ill bet the inner structure is damaged as well.....
