Probably because the average person doesn't know what a real Philips bulb/box is supposed to look like. Definitely write to eBay/PayPal and get your refund and possibly shut them down.
Also the average car probably doesn't have ballasts as sensitive as our cars do, so they probably 'work' better for most than they would for us.

Bulb being fake. Genuine Philips won't need to be power cycled to get them to stay on.

Try and get a refund then either buy some genuine bulbs or one of the aftermarket that's known to work in our cars or stick with what you've got in there already. If your car is pre 2012 the Diode Dynamics bulbs are good I believe.
I've had many G's and I have changed out numerous bulbs either between Osram CBIs or Philips and never experienced ballasts issues. If you want the color but maintain some sort of performance, I would stick with the Osram CBI as they are a nice 5000K and look great. But then again on my previous coupe I had my projector and cutoff shield modified as well as a clear lens so I got a smoother/brighter output and a sharper cutoff line.
Check classifieds as well, I see many CBI's pop up from time to time.
