Can a body shop fix this rear bumper alignment?

Hello. I bought this car used and the guy I bought it from said it was like this when he bought it. I think it must have been bumped or something but I see no other evidence of it. Can a body shop fix this easily? It is like this on both sides of the rear bumper.

Push it back in if it pops back out its most likely because the plastic bumper bracket mounted to the side of the quarter panel has a broken tab on it .

It looks like the tabs that it is supposed to click into are out of place. If I were you I'd just take the bumper off and see whats blocking or restricting it from going in place.

Same thing happened to me, i just snapped it back in place but its not perfect
