foglight install issues

So i was trying to install my new HID foglight kit and got the driver side installed pretty easily, but when it came to the passenger side i was unable to get to the foglight. Right behind the fender liner there is a washer fluid container that sits directly in front of the foglight, now i didn't want to remove my entire front end of any of that to simply change the Fog's. How do you reach that fog light without having to remove the entire bumper?

its on a 2011 sedan

It's doable without removing the bumper but I think I removed the wheel well lining to get access.
