Disconnected the battery and now the drivers window won't stay up

I disconnected the battery so that I could remove my steering wheel in order to get to the bezel out and I'm having some problems. I re-connected the battery and noticed my window was down 3/4 of the way. So i tried to raise it and it wouldn't go up with the car in KOEO (key on engine off) mode. So I started the car, and closed the door and the window goes all the way up. As soon as I shut the engine off and open the door....window goes almost completely down. Does anyone know how to fix this?

Also, I couldn't get that T-30 Torx screw out of the steering wheel to take the airbag out so I could get to the bezel. Does anyone know what thread and length it is? I'm planning on using a screw extractor to get it out now, and I'm gunna have to replace it with something.

Here is what I used

Problem with Power Windows after battery disconnect. (Solution) - FreshAlloy.com Forums

As for the screw, your best bet is to take it out and go to the hardware store

With the car on, pull and hold the window switch for about 10 seconds, then push it down and hold for another 10 seconds. That should reset things for you.

Then read what's on tre forum then. That answer should be very common knowledge because it's been posted probably a dozen times already. You just have to look a little bit.
