Installing Splash Guards monday, but need some help

So i have the instructions from the FSM (http://www.nicoclub.com/FSM/G37/g37_...2010/1SR29.PDF)

But it says to drill "Drill a 1/8 " (3mm) → 5/16" (8mm)" (for the tabs)
And " 1/8" (3mm) → 1/4" (6mm)" (for the screws)

Like why isnt it just "drill a 3mm hole" or "Drill a 6mm hole"?

What exactly does that mean im a bit confused about it..

i did this myself. u dont HAVE to use the 3mm. its just there to make sure u can line up with the holes. and if ur off u can drill again without having a big hole. and it also helps lead the way for the bigger size
