Steering wheels cover rattling?
I have had my air bag, steering wheel, shroud, etc. off several times and there really isn't much in there that would rattle unless one of the bolts/screws has come loose. If you want to check it yourself, you will need T-30 tamper resistant Torx bit, Phillips screwdriver, 19mm socket. Be sure to use the FSM section SR which has all the instructions.
If the rattle moves around as you turn the wheel, someone could have dropped a screw/bolt inside the steering wheel assembly and not gotten in out. I did that once and it can be hard to find without the steering wheel being off.

Mine does not rattle but makes scratching noise when turning the steering wheel. Almost like there is a piece of paper or plastic rubbing against the plastic shroud. The only thing that comes to mind is the plastic tags/labels that you find sometimes around wiring. Has anyone taken that off? Is there something that could be rubbing that fits my description?

Had that all apart and only thing I can think of is if part of the harness wrapping came loose and is rubbing something. If you take the shroud apart, be very careful to follow the instructions and be extra careful with the left side piece as it is a pain to get apart.
Section SR of the FSM (Field Service Manual). If you are 2008, then it is online. Not sure if 2009 manual is readily available, but nothing changed in the steering wheel. Don't take out the Spiral Cable assembly unless you absolutely have to or screw up like I did.

i knda had the same problem, it's was the horn button, i found that if i put my hand on it, it wouldnt squeak, a few times i would mash the button and it would go away briefly, i honestly do not trust myself removing anything near the airbag area, so i didnt bother, so ur not alone
