Whether a car requires a camber kit or not is not dependent on what the type of springs, coilovers, shocks being used. It purely depends on how much the car is lowered.
If you are lowering the car by 1/2", then a camber kit is probably unnecessary. If you are lowering it by more than 1", then a camber kit is recommended.
Camber kits are never required. It just depends on the trade-off you want between handling, adjustability, tire-wear, and tire clearance for those wanting to run aggressive offsets.
FWIW, even if you're lowering about 1", a camber kit may not make much of a difference in excessive tire wear. Cars that are just slightly out of spec on camber will still have long lasting tread life as long as the toe is correctly set. If your toe is off, even with zero degrees of camber, you can burn through a set of tires in less than 1000 miles.
