They can definitely go higher than 27... the rear adjustments are very hard to do. But that is a part of the rear spring in bucket setup. The preload is 12K Front and 10k Rear IIFC, hence why you need 15-13 Soft depending on ride height and the quality of the roads in your area. The valving could be little more aggressive which I think would lead to a better ride quality.

Overall Im very happy with my set of Tein Flex Z, even after Cusco Strut Bar, Hotchkiss Sway Bars (F&R) and SPC Front upper control arm and Rear Camber arms, my back does not hurt over extended drives.
