They do come out. That allows wider wheels/lower offsets to fit and also tuck inside the fender when he's dropped all the way down.

Here's what I'm talking about
See how much lower the rear fender is compared to the front fender. I've seen some clean fender pulls where they were able to keep the fender heights the same.
