I"m bring it to dealer, but do they always charge $130 "diagnostic' fee? It would take a minute to sit in the car and hear it...
The car has 96k miles and don't have any warranty on it. How much would it cost to replace ECM? or can local shop do this?

the last time i checked no one works for free. a minute of the techs time is still time spent. if you are not happy with spending money to have any tech diagnose the problem perhaps you can diagnose it yourself and buy all the tools you need to inspect and repair the issue you are having.
well I got the transmission tcu updated and it is well money spent on this. However, they couldn't duplicate the high frequency noise when accelerate. The service rep event sat down with me, but he kept saying he is not hearing anything...
what should I do now?

Thats standard, its $189 for an overall inspection. I wouldnt want to even see how much a dealer would charge for an ecu. I would find a reputable independent shop that maybe specializes in Nissan or jap cars. They might not even charge you for it if they don't spend much time on it. Mine does that whining but only at 80mph
