Probably not. Anything that distort the your liscense plate can't be legal. This will give cops more reason to pull you over, since looking at this from any angle will distort your plates. They have a spray that's suppose to distort the plates when the flashes hit it. That's safer bet since it's a simple clear coat, but these angled distortion plate are easily noticed by cops.

I believe in VA, you can't have a cover of any type. I can't remember if you can have one as long as it's not tinted. BTW, they got rid of the red light camera's in VA. They were on a pilot program. I'm not sure when/if they'll bring them back.
Also, you have to be careful with the sprays. The sprays usually increase the reflectiveness of your plate. So when the flash goes off on the camera, it will blur out the plate. There are two problems that I have with the spray. I really don't know how effective they are in the day time. Also, increased reflectiveness makes you a bigger target for laser. Every state makes their plates reflect so much. Some of that is related to laser use. The more reflective the plate is, the further they can get you.
BTW, they usually can get you if the have the make & model of the car and a partial plate.

1. If you truly needed to run the light, you can argue your way out of court.
2. If you didn't need to run it or if #1 fails, then you deserve the ticket. I don't need someone risking my life because they can't pay attention to the lights.
