friend's car doesn't pass VA emission today.... do any of you have any "place" to hook us up? very appreciate with your help...

Not sure if it's possible. All the machines are computerized and they upload the test results to the state DMV systems directly. Is your friend's car modified? If so, how about removing all the illegal exhaust components and replace with stock for the test? It's a pain, but once every two years isn't that bad.
